Hi. Is it possible to have dashboards or reports that report across multiple projects, not just a single project?

Indeed it is possible: On the landing page of your account - prod.practitest.com there is a section called “Account info”. Click on “customize”:
From there, you can select Dashboard Items from different Projects, drag them from the left side and drop them to the right one.
This way you will build across-projects Dashboard on the Landing Page:
