I would like to know about creating different smoke ,regression tags and assigning test cases on them.

Hi,

There is an article in our help that talks about managing your information based on Releases and Milestones here - Organize information based on Sprints - PractiTest

Even if you are asking to manage tests based on levels, the same principles of creating CUSTOM FIELDS and then FILTERS will apply.

Notice that when defining a test as Regression, Smoke, Sanity, etc, it usually makes sense to add this field on the TEST LIBRARY (you will see this in the customizations as TEST in the field assignment).
